Each Scout must be signed up individually. The option to add leaders, parents, and siblings is within the registration for the Scout taking the badge. Pricing for the additional attendees is for $22 (siblings 5-12) or $27 (ages 13 and up) per person.
Requirement #7 must be completed prior to the event to receive a complete, or can be done post event and submitted to the Council representative afterwards with the partial blue card. Have the Scoutmaster write a quick note saying it's completed. They can do this on the Worksheets or separately, as long as the Scout's name and date are on it.
